    Members approve Crabtree’s $350,000 borrowing request to tackle town’s stormwater woes By Mark E. Vogler   Town Manager Scott C. Crabtree got the green light Monday night to proceed with developing what he calls “a master plan” for solving Saugus’s stormwater problems.     Stormwater study among six warrant articles being considered By Mark E. Vogler   Stormwater problems in the neighborhood could turn into any homeowner’s worst nightmare. Developing what town officials are calling a “master plan” for solving problems in the town’s stormwater system is the objective of Article 12 – one of six warrant articles to be considered when a Special Town Meeting that recessed last week reconvenes on Monday (April 23) at 7:30 p.m. in the second-floor auditorium at Town Hall.
