Two Everett police officers were promoted during the City Council meeting at City Hall on Monday. Council President John Hanlon put forth an order recommending the confirmation of the promotion of Everett Police Sgt. Sean Bagley to Lieutenant, and Officer Brian Herbert to Sergeant.
